Who are the Homeless?
The United States Department of Housing and Urban Development (HUD) defines a chronically homeless individual as one who is unaccompanied, has a disability (which can be defined as a physical disability, mental illness, or a substance abuse disorder), and who has been continually homeless for at least a year or has experienced at least four episodes of homelessness in the last three years.
